As far as I know, building and fire codes can differ significantly from
country to country.  Everything from climate to seismic activity can have an
effect on the building code.
 
The electrical codes also vary, but there is a document you can reference. 
IEC 60364 is used as the basis for many European electrical codes.  Please
note that it is just a reference and is often used as a starting point.  You
will need to reference specific electrical codes for each country if you want
to know exactly what is required.
