A long time ago,in a company far away, I tested a wireless keyfob gadget for 
Part 15.  We had to add metal tape in the case to reduce the field strength to 
Part 15 levels, as we couldn't change the circuit.

Fast forward a number of years.  Lo and behold, it's my old employer in the 
Daily Digest!  With a noncompliant keyfob gadget!

Can't say for sure, might not even be the same item, etc -- but I'd guess some 
clever engineer noticed the things worked better without copper tape, and had 
it removed. Probably got an incentive award!
