I haven't seen an answer yet so I will offer what I know. I am unaware of IEC pass/fail standards that allow certification of cables based on environmental conditions. However, there are a set of test methods available under the IEC 60811 series of standards. This series gives standardized test methods that can be used for comparing cables. However, I don't know how many vendors publish the results of testing to these standards for their cables.
