Ian, Yes, this is correct. The importer must also be registered with METI and their name or code in Japanese or English characters (as registered in METI) must be adjacent to the <PSE> Mark inclduing the logo of the certification bosy who granted the <PSE> Mark cert. The importer must also hold a certificated copy of the <PSE> Mark cert. You need to obtain a certified copy of this cert from the power supply vendor who orders it from the METI authorized certification body - then send it to your importer for their files. They must also hold records of the manufacturer's production-line tests If you do a search for PSE Mark in this blog http://globalcompliance.blogspot.com you will get additional information regarding the Mark and the duties of the importer.
