Doug,

I don't think the term "external circuit" to be more than what it
appears. I would expect it to include any electrical connection that
leaves or enters the enclosure. This would include all I/O ports
including AC power inlets as well as outlets.

Do you post a more specific question regarding external circuits I would
be most happy to reply?
