Yet another reason why I do not like this standard. And yes,
'external circuits' is on my list. In particular, 61010-1 says
something really stupid:

"the RATING of the insulation of external circuits, appropriate
for SINGLE FAULT CONDITIONS, if such circuits are nowhere
ACCESSIBLE"

For background, none of the IEC versions of the major safety
standards(950, 65, 335, 601) address the concept of "external
circuits" - probably because this is dependent on the conditions
of acceptibility for the unit and the local electric code. This
is amplified in UL60950-1, Anx NAE, where it says that external
cabling must comply with NEC. And some standards are specific
about it; e.g., IEC61558-1 says "This standard does not apply to
external circuits and their components connected to terminals or
socket-outlets of the transformer."

FWIW, UL60065 mentions an 'external circuit', but only in
reference to the suitability of terminals to the intended end
use.

To be fair to the writers of 61010, equipment under this standard
is more likely to get connected to stuff that is in an OV
category it was not designed for, so they probably have a very
broad view of "foreseeable misuse".

I thought it was not legal to mentor young engineers in America.
Should I contact the DHS ?

luck,
Brian

Subject: 61010-1 External Circuits

A discussion at work today has flummoxed us in logic loop:

What is the definition of "external circuit" as used in Section
6.6 of 61010-1?
Please cite a source.

This came up in training a young engineer in product evaluation
of a device
with relays that can be used to control a circuit or device
external to the
unit under evaluation.

Thanks,
Doug
