There was discussion on this topic, but neither Verizon, 
nor Qwest (no representative was present) have established 
a position similar to AT&T.  Verizon and Qwest seem to be 
waiting and watching to see how things unfold.  The AT&T 
position is taken from documents prepared in the 
Telecommunication Carrier Group from draft standards into 
which, I've heard, Verizon did not direct significant 
energy.
