What do you mean by a 'panel-mount device' If it isn't a finished product, but something like a meter or switch, then it's a component and the standards do not apply to components. If it is a finished product, clearly unsuitable for operation from the public supply, or if the manufacturer specifies that it is NOT INTENDED to be used on the public supply, preferably with an explanation that it does (or may) not meet the required standards, then the standards do not apply. We don't have any certainty that a manufacturer's statement would be accepted by every regulatory authority, even though it should be. The responsibility for using such a product on the public supply in defiance of instructions must rest with the user. -- OOO - Own Opinions Only.
