CISPR 16-1-1 Annex I has some good information on this. 

 

I think that if you are referring to a swept spectrum analyzer, then yes a
preselector is typically required to meet the quasi-peak detection
requirements. An EMI receiver(stepped receiver) is tuned to a specific
frequency and typically has a built in preselector.  Also see CISPR 16-1-1 
section 3.7 definition of a measuring receiver.

 

Another consideration would be measurement  in the respect to presence of
intermodulation effects, CISPR 16-1-1 Section 5.7, where an internal or
external filter may be needed measuring emissions that are close to a strong
fundamental.
