OET-65's various parts contain everything needed to determine allowable FS including frequency, modulation and duty cycle effects. And although it is an FCC regulation, TWO levels are permitted: One is for public exposure -- where people may not know they are in the field and can move out of it -- and another, higher one, for employees and other persons in an area perhaps closer to antennas who DO know and CAN leave before their exposure has passed what's (watts, get it?) the safe limit set by the FCC.
