I was not clear on the original post - there are two 'types' of transient
immunity tests being referenced. The requirements for EMC standards, and the
requirements for product safety standards. Some of the safety-specified
transients are considered abnormal operations.

Study of the test parameters in IEC61051-2 has caused me to remove my
regulatory hat and put on my reliability hat (similar to the Cat In The Hat
headgear). I think that we have a potential life-time leakage problem for some
VDRs.
