The IEC original is available as a 'redline' edition. From the public 
part of the IEC web site:

NEW! IEC 61000-3-3:2008 is also available as IEC Standards+ 
61000-3-3:2008 which contains the International Standard and its Redline 
version, showing all changes of the technical content compared to the 
previous edition.

I think, but I can't check at present, that the test conditions for 
washing machines were changed, and the test conditions for TV sets 
clarified.
