There's no exception in the RoHS Dir. related to industrial 
equipment.

You don't identify whether the x-rays are "hard" or "soft." 
 For at least soft x-rays, there are some common, 
relatively low cost materials that could work (in similar 
fashion to how an optical system has bandpass and bandstop 
properties).  For hard x-rays, more exotic and costly 
materials are needed.
