It was my understanding that if there is no logical
explanation for a set of standards rules, it's history,
compromise, or commercial interests. ;<)))

I do not think that limitation of voltage distortion is the
real reason for harmonic current control.

It's the harmonic current that is bad for electrical
distribution systems. 

The specified source for harmonic <16A measurements 
calls out for 0 Ohm source impedance.

That is regarded as an EMC matter.

The issue of absolute or proportional limits is complex. It's not just 
'history' as such, although you might read IEC 61000-1-4 some time.

Logic says that harmonic current limits for a given technology should be 
proportional to fundamental current, and indeed IEC 61000-3-12 is based 
on proportional limits, but that in turn demands requirements on source 
impedance (expressed as shot-circuit power) in order to control *voltage 
distortion*.
