You are asking for a substantial part of the standard, when the 
cross-references and annexes are included. Some County Libraries in UK 
offer read-only access to British and European standards, so you could 
read BS EN 60950. If East Sussex doesn't, don't pay your Council Tax 
until it does. (;-)
