While I agree this acronym is not intended to be spoken, I nevertheless do so on a regular basis; as do many others I know. In an attempt to obtain a pronunciation from a non-emotional resource, I typed “RoHS, RoHS, RoHS, RoHS” into a document and had my text-to-speech program (TTS) interpret. It pronounced the word “Rose” with what I would call a breathy sound just before the “s”. Apparently this was the machine’s attempt to pronounce the “H” in the acronym.
