Instrument selection for touch/leakage measurements need to consider the
intended use. Commercial instruments that are used for units scoped for
I.T. and lab equipment could also be used for Type Tests.

For various reasons, we (the engineering lab) use home-grown stuff, while
the factory typically uses commercial instruments. And I do recommend the
commercial 'all-in-one' safety test boxen for the production people.

In addition to the multiple years of the PSTC discussions on this subject,
I have seen numerous articles on this subject. In particular, note the
P.E. Perkins article, "Touch current comparison data".

Subject: AC Mains leakage testing

Hello Experts, 
I am in the process of researching Regulatory leakage testing equipment
for industrial products and appliances, and wondered if there are any new
types of equipment out there I should be looking at.
Most types of leakage meters I have seen are equipped with a single
internal network,  limiting the equipment to a single type of test. Are
there other alternatives, which provide for changing to different
impedance models? Or are most labs using small hand-built networks and
digital RMS meters? I would like to provide flexibility in the types of
impedance networks that could be tested, including the old-school UL/CSA,
and IEC60990. Does anyone have any recommendations?
