Though this test sounds like the Surge Immunity test, it is my understanding that this test (61010-1 § 14.9) is not performed on the equipment while it is powered up and running. It is a test of the limiting component or circuit only. The impulse would be placed across the component or circuit depending on what it is designed to do.
