Hi Brian, this new regulation shall be transposed by the 27 member states and is the "legal base" for the market surveillance authorities (date of application: 2010-01-01). It includes "tools" like sales ban etc. Also new are some definitions (economic operators etc.) and the regulation defines the responsilities in the supply chain. You can see the "new" new approach in the new toy directive 2009/48/EC. For the published EC directives (EMC, Low Voltage, R&TTE, Machinery, Medical Devices etc.) the European Commission is in process to publish an "umbrella directive" to amend these directives.
