Normally one should test to cover the country voltage, lucky EU has a
harmonized single supply of 230 Vac, 50 Hz (single phase). Otherwise, your
test reports will be questioned by the authorities when they do a market
surveillance or by an importer who takes on the responsibility. This is true
for any country; for example Japan testing should be done at either 100 Vac or
200 Vac 50 and 60 Hz and S Korea at 220 V, 60 Hz. 
 
Some engineering judgement can be made to run some of the tests at a different
voltage and frequency, but the laboratory should record this in the test report
