You would have to report that you did that, in your EMC assessment, and 
why you are certain that the results with 230 V 50 Hz would not be 
worse.

Only the IEC/EN 61000-3 series are, as far as I know, explicit about 
power supply characteristics, but the assumption is that if you apply an 
EN, you intend to sell the product in Europe and thus it will be 
operated on a 230 V 50 Hz supply.
