This Regulation and the Regulation 1275/2008 with regard to eco-design requirements for standby and off mode electric power consumption applies to office equipment and consumer electronics that powered by external power supplies. With low voltage external power supplies, the Regulation 1275/2008 is exempted.
EC Regulation 278/2009 calls for ≤0.5W in no-load condition. EC Regulation 1275/2008 calls for ≤1.0W in off-mode condition. For an external power supplies for laptop computer, the power consumption of EC Regulation 1275/2008 should be ≤1.0W or 1.5W when the pc is turned off. Since the external power supplies for laptop pc also acts as a charger of battery pack, should we take out the battery pack for this measurement.
