Li-ion batteries aren't generally sold as products, they are components. 
Wouldn't it be true that as a component the final assembly/product would need
a CE mark, additionally it would be not appropriate to CE mark a battery as it
is a subassembly or component?

An off-the-wall question. It is my understanding that all Lithium Ion
batteries (or other smart batteries) have digital circuitry in the for
monitoring over-temp, etc during the recharging process. Do these batteries
need to carry a CE marking because of this circuitry?
