I’m an infrequent contributor, frequent reader and IEEE member. I’m not a member of the PSES but am a member of two other societies within IEEE.
First of all, the EMC-PSTC list server IS an IEEE function and not run by industry or an individual with all the issues that might raise. I see no problem, no conflicts or other reasons that the IEEE should NOT actively encourage IEEE and society memberships on their list servers – in fact, I’m surprised there isn’t more recruiting activity on the list servers. (Someone mentioned Public Television as a model for fund raising for a non-profit organization – those people are often VERY aggressive when going after financial support. By comparison, IEEE is a wimp.) I believe the cost of membership to IEEE and its societies supports IEEE and all of its activities as a whole – not just one society, list server, symposium or standards committee. Maybe there’s some rule in IEEE that says each society should be contributing a certain number of dollars to the general fund (likely) and that’s not unreasonable. As for the fact a list server takes a minimum number of hours and dollars to operate, it’s not zero. Are those suggesting that IEEE membership is too expensive advocating free use of the list server (sounds likely) or are they willing to contribute some amount to keep the list going? If they are willing to contribute without becoming an IEEE member, maybe there’s a way – I don’t know. I think the IEEE policy of allowing use by non-IEEE members has been great, but I also think the negative response to an email encouraging IEEE membership is misplaced and uncalled for.
