What is exact meaning of PE provision?  For non-provision of PE, are no class
1 products sold to that country?
 
In Norway, house wiring does not (until very
recently) include Protective Earthing.  In 
other words, all the wiring is 2-wire with 
no PE wire.
 
Class I products are sold in Norway.  However,
they would be considered Class 0I, meaning that
the environment is insulating.  The product 
provides the basic insulation, while the local
environment provides the supplementary 
insulation (external to the product).  
 
In addition, house circuits are protected by 
ELCB/GFCIs built into the breaker box.
 
These days, more and more household electrical
and electronic products are Class II.
