Scott, these voltages are essentially the same: the supply is a 400 V AC
(between any 2 phases), 3-phase (3-wires is delta configuration, 4-wires is
star configuration), and the 230 V AC, 1-phase is the voltage between any
phase and neutral.

230 * sq.rt 3 = 400
