I'd be interested in the comments of those more expert than I on the 
application of the EMC Directive to medium and high voltage 
distribution transformers.

Whoever wrote the Commission guide makes it clear that they believe 
them to be excluded, but I'm unclear how definitive I should consider 
this guidance, particularly since I'm having difficulty tying the 
justification given in the guide back to the actual wording of the 
Directive.

My difficulty may simply be based on a lack of knowledge of the 
electromagnetic environment in which such equipment is installed. 
While it's fairly clear that there isn't likely to be much of an 
immunity problem, are there no fields from transformers of this type 
which could be a concern to other equipment in the vicinity?
