See FCC Part 15.33(b)(1).  The highest frequency generated or used in the
device determines the upper level of measurement.  For a 180 MHz clock, you
need to test up to 2 GHz.

 

FCC Part 15.33(b)(1) basically corresponds to CISPR 22 section 6.2.  The only
difference is that the FCC allows different considerations if the highest
frequency or clock used is below 1.705 MHz.
