I also have a question on the term "person" here.
I guess maybe it must be a specific natural person,
but can it be a legal person?

It is possible to write the name of the natural person
authorized at the time of the issue of DoC, but I think
it is not unusual the person is no longer in the same
position when a national authority required technical
documentation some years after DoC had been issued.
