Didn’t respond because I thought someone else would be quoting chapter and verse. The probe set you can buy from ETS/Lindgren or Electro-Metrics are calibrated in a TEM cell. That is pretty straightforward, but I don’t know what specs they call out. The probes themselves and the included calibration factors antedate all these EU Directives and IEC 61000 series standards. Personally, I doubt there's an official cal procedure for these. HP calibrated their "doorstop" probes. Mark Therrien (hope I've spelled his name correctly) was the designer of these probes, but I don't believe he's with HP or Agilent any more. You may be able to do some Google searches for his name and get more specific info on the probe design and/or calibration procedure.
