I would go as far to say that UL International is asking for too much if they
are requiring a CB Certificate for any component.  You need to demand a
rational for this request.  UL and VDE approval should be sufficient to
demonstrate compliance to the necessary standards.

 

IEC 60950-1 typically requires that some components comply with either the
relevant IEC standard or they must be verified for construction and
performance with the final product.  My experience with VDE is that they when
they approve a component or product, they review it against the international
IEC version and the EN version with European national deviations.  As such, a
VDE certificate alone should be sufficient if UL is testing your product to
grant a CB report.  The member countries of the CB Scheme typically have
national variations of IEC 60950-1 allowing their national standards to be
used for components in addition to the IEC standards, but I do not know of a
case where a national variation prohibits using compliance to the IEC
standards.

 

National variants, such as UL 60950-1, typically have national deviations
allowing components to be tested to national standards.  If UL is testing your
product for UL Listing, then the UL approval on the filter should be
sufficient.

 

There are only a few components, such as plugs, which typically must conform
to the national standards for the countries in which they will be sold even
when they are part of a product being tested for a CB report.  However, I do
not see a line filter as typically being part of this category.

 

I encourage list members to let me know if I am incorrect or if they know of
exceptions.

Indeed, I have also seen many CB reports including components without their
own CB docs. Those components are typically found in the critical components
list of a CB report and are usually have demonstrable compliance to an
international safety standard (UL even accepts UL compliance in some cases),
in which I have never seen any reference to a component’s CB certificate.

 

We do not know what types of components are in question so we cannot give
better advice, but a voice conversation with that UL certifier is recommended.

By CB license I assume you mean CB certificate.  

 

CB certificates are generally not required for components used for "building
in".  

 

I have seen many IT products achieve CB certification using AC filters which
do not have a CB certificate.  Indeed I was not aware, and do not believe,  it
is possible to obtain a CB certificate for such a component.

Hi,

 

I'm in the process of renewing a CB License for an ITE Terminal and in the
final review by the UL International Certification office additional
information was require. The information requested was CB licensing for
certain components. My problem is the manufacturer's of the components don't
have CB licenses. For example one component was a standard AC input filter by
a known company which on has UL, cUL and VDE approvals. Is there a way passed
the rules interpretation of requiring a CB License for this component?
