  These may not be legal requirements, but if the battery will eventually
be sold in the US through one of the major network operators, you will be
required to demonstrate compliance with the CTIA's battery compliance
program (required for Verizon and AT&T, with Sprint paying more attention
and T-Mobile on the fence. (as of appx 1 year ago when I exited the mobile
space))
They have separate requirements for cell, pack and final system compliance
(as well as the AC/DC or DC/DC adapter but I'm guessing that doesn't apply
to you).  Note that these requirements may go above & beyond the more
traditional UL/IEC standards requirements.

You must (i.e. SHALL) utilize a CTIA Authorized Test Lab (CATL) and have
the battery pack and/or cell be listed on the CTIA's database before any
handset manufacturer will be able to enter any serious talks with a network
operator.  (note you can probably be in-process with a target listing date,
but 99.9% of the time a network operator will not accept a phone for
evaluation until the pack, cell, and system are all tested and listed in
the CTIA database)

It's been about a year since I attended one of the standards meetings for
this, so you should check with a CATL for the most recent status.  If you
