I supposed different agency has difference preference. They have no reason to reject your IEC60950 CB report of the power adaptor unless the power adaptor can't pass the different testing according to IEC60065.

The power adapter's CB certificate is under IEC 60950-1, not IEC 60065. The lab requests an IEC 60065 CB certificate for the power adapter (OEM).
