The content of BS 7671 is down to IET, not BSI. I could not possibly
comment on the question of revenue enhancement.
From the above, BS 7671 stating "appropriate British or Harmonized
Standard," in numerous locations is meaningless without buying a
collection of standards and comparing them.
There is a list of such BS in Appendix 1 of BS 7671. If you find a
standard number there, go to the BSI Shop and drill down for details of
the standard, you should be able to find whether it corresponds to an HD
in the <HAR> system.
In Britain, some County Libraries give subscribers free read-only access
to almost all BS.
