A similar situation arose when the EU applied a 10 dB increase in
susceptibility levels to defibrillators; I got 8 months of work out of
that one. However, it's not identical.
When a manufacturer either does not or can not control the EMI
characteristics his suppliers might change without notice, he has, IMO,
an obligation to do a statistically valid audit of production items. We
used to do that at Wang labs, decades ago, not only for TEMPEST
(required) but for Part 15. And can anyone around then forget the
VDE0871 10 year retention requirement for qualification items?
Alternatively, if device EMI charactertics can be changed without notce,
an incoming audit may be needed for those parts, because if one does not
keep track of this, field recalls may be required back to a last known
good build. This does happen in things like DO-160. Ignorance is not
only no defense, it may aggravate an offense.
