It isn't floating but is earthed through an 'impedance'. I didn't find
any information on the nature and magnitude of this impedance. The
technique is used in places where the ground conductivity is much too
high to use the ground as a 'protective conductor'.

Instead of saying that the government is doing too little, too late or too
