One cannot take responsibility for customer supplied equipment unless he
controls what the customer buys. I am not at all certain saying
"certification is void if used with noncompiant power sources" is good
enough legally -- and we know it's not *factually* given CE + CE ?CE.

Strictly, if you are not supplying the power supply, just recommending
it, then to the letter of the EMC Directive you are not responsible

supply's emissions to be too high, I think you do have to quieten the
DC input, regardless of what any standard says. Standards can't
necessarily explicitly cover every possible situation.
