No, it's historical. Since the telegraph was introduced the UK government department known as the 'General Post Office' (GPO) had a monopoly on all forms of communication. (There were jokes about 'winking and flirting licences'.)

When the British Broadcasting Company was more or less forced to become a public corporation so as not, via some complex legal reasoning, to break the monopoly, receivers were licensed to help fund it.

This total monopoly lasted until the 1980s. Some remnants still exist, and the TV licence still funds the BBC.
