Some offset might be offered in the lesser amounts of mercury emitted by coal-fired electricity plants by a reduction in electricity. The mercury from stacks is spread wide by wind and rain. Mercury in landfill, on the other hand, might be more concentrated "point source" and, maybe, more controllable at the landfill.
