RoHS is strictly about the substances which the manufacturer must limit in
his product where it is within the scope of the RoHS Directive, whereas the
various chemicals controls directives have a far wider application and
relate to many chemical products (including those in RoHS) and how they must
controlled in introduction to the market, handling, packaging, labelling and
instructions (etc.)

Also, of course, the "RoHS" requirements apply only to the substances as
used in electrical/electronic products within the scope of the Directive -
whereas the same substances are widely used for vast numbers of other types
of products.

Looking at this annex, there are some substances such as lead, mercury,
cadmium, chromium IV etc.  They are already prohibited to be used in RoHS
directive.  Why are they included in a chemical control regulation?
