REACH is about knowing what substances are in your premises, How much , and control how they stored. (and packed and labeled) In certain cases notification is required.
REACH is not only for materials incorporated into the end product but also for those used to in the process. (for example flammables used to heat a product) In fact its applicable for any "hazardous" substance under the control of the Company. There are 2 directives due to different introduction dates, and I suppose for legal reasons too.
