Yes, if it's all marketed together as a 'product' with an inclusive
price, it must be approved as a whole. If it were marketed as individual
modules, each priced separately, so the buyer can select what to buy,
then approval as a whole probably can't be demanded by the authorities,
but would be prudent anyway.
