I had to take a closer look at your question and at the standard.
You don't have to worry about the bench, chamber, cabling and LISN's
(see Figure 2) when you bring a transmitter into the chamber for CE106.
The exemption also means you don't have to take a transmitter out of an
armored vehicle,ship or aircraft if you can carry the measurement
receiver to the transmitter. Conducted is MUCH easier than radiated;
note the far field measurement distance requirements at 5.18.3.4a.
I don't see how many transmitters *with the "intended antenna"* could
even fit inside a chamber let alone at the measurement distance needed,
and that alone makes Figure 2 impossible.
(Doing a few calculations, the radiated option seems best invoked
in-situ, and then only if one absolutely must -- and is herded there at
gunpoint.)
