Since there are moving parts involved this would probably fall under the
Machinery Directive which would suggest EN 60204-1 as a generic standard for
the telescope, and EN 61010-1 for the electronic control system.  A risk
assessment would also need to be carried out as appropriate for all aspects
of the product. 

 

For EMC the generic immunity standard (EN 61000-6-2) and generic emissions
standard (EN 61000-6-4) would be most applicable.  

 

If it is intended specifically for the professional user, then it does not
come into scope of RoHS 2 until 2017, but if it is also intended for use by
non-professionals, then RoHS 2 compliance is mandatory in 2014.
