Table 2M specifies minimum distance for functional,
basic, supplementary, and reinforced clearances.
Basic insulation is defined (1.2.9.2) as insulation
providing basic protection against electric shock.
Electric shock is not defined. However, persons may
have access to SELV, but not to ELV.
If the 12 V circuit is SELV, then the clearance is
functional and must be no less than 0.2 mm.
If the 12 V circuit is ELV, then the clearance is
basic and must be no less than 0.4 mm.

Consider a PCB with maximum (secondary) voltage +12VDC. What are the
minimum distance between the 12VDC signal traces and the chassis
ground /safety ground? Do we talk about Table 2M in IEC60950-1?
Because of lack of space, the PCB must maybe be mounted directly to
the chassis surface.
