But in 7.2 is also mentioned that for such products the test shall be done in a similar way as for grounded products but without adding any additional external grounded connections. And that is physically correct as I think. Also without PE connection of the product itself the common mode surge tests with 2kV will stress the L to N input of the product with more than the 1kV of the differential test. And exactly this happened and damaged the power supply.
