Thanks, I have a copy of the relevant standard. 

But in 7.2 is also mentioned that for such products the test shall be done
in a similar way as for grounded products but without adding any additional
external grounded
connections. 

And that is physically correct as I think. Also without PE connection of the
product itself the common mode surge tests with 2kV will stress the L to N
input of the product with more than the 1kV of the differential test. And
exactly this happened and damaged the power supply.

7.2 of IEC/EN 61000-4-5 says (among other things):

If there are no other possible connections to earth, line-to-ground 
tests may be omitted.

It is really wise to have copies of the standards that are involved in 
the work, especially now that low-cost sources of ENs are now available.
