That is completely consistent with the following sentence, which is what
I quoted.
And that is physically correct as I think. Also without PE connection
of the product itself the common mode surge tests with 2kV will stress
the L to N input of the product with more than the 1kV of the
differential test. And exactly this happened and damaged the power
supply.
Which common-mode surge tests do you mean? The phrase 'common-mode'
isn't in the standard, and I would expect a common mode test to be
applied between (L and N connected together) and earth, so the L-N path
wouldn't be stressed at all.
