It may take some while to come into effect. It does appear to simplify
some matters that cause doubt or anomaly. But the main point, I think,
is in Article 5 on market surveillance authorities. There are huge
differences between members states in the resources given to this
activity. In some countries, the resources are minimal and poor-quality
goods have been flooding in over the past few years. The proverbial Sum
Yung Gai company has found it much easier to export their dubious
products through Greece rather than Germany.
At least it stops short of setting up European safety and EMC police
forces, although I think one can detect that the authors would like to.
So that's for next time.(;-)
