It's a practicability issue. When plugs were marketed with 5 A or 10 A fuses, as well as 3 A (for 0.5 mm^2 cables) and 13 A, many people would buy the wrong one and then complain that it was faulty when the fuse failed immediately.

The instructions for a particular product are required to state the fuse to be used with it. But the issue doesn't often arise now anyway, because products for household use are required to be supplied with a plug already fitted.
