No; if they were absolutely identical, the issue would be uncertain. But
if you read the Guide, you will see that the underlying criterion is
whether the product moves about in the EU. Big installed machines don't
do that, or very seldom. On the other hand, things like railway
locomotives and mobile broadcast studios are intended to move about, so
are regarded as apparatus.
In any case, apparatus and fixed installation reference Article 5, so
strictly speaking from the testing point of view, both have to be
tested for EMC. Is that correct?
Again, the Directive and Guide explain the position. They recognize that
in-situ EMC measurements of fixed installations are usually
impracticable or prohibitively costly.
You really need to read the Guide, as it answers all your questions, it
seems.
